Why AMP8 framework intelligence matters — and what this page does

When a water company awards an AMP8 framework, it doesn't just select a contractor. It selects the supply chain that will deliver the majority of its capital investment programme for the next five years. Most AMP8 frameworks were awarded between mid-2024 and mid-2025 — meaning the Tier 1 landscape is now largely set for the entire regulatory period.

For Tier 2 and Tier 3 suppliers, this matters enormously. If you supply civil engineering plant, MEICA equipment, specialist services or consultancy, knowing which firms hold the framework — and across which water companies — tells you exactly who to approach for subcontracting and supply chain opportunities. The framework holder is your customer, not the water company itself, for most Tier 2 work.

For Tier 1 contractors and consultancies not on a framework, this data shows which operators you don't have a relationship with — and which frameworks are approaching renewal (typically from 2028 onwards). Getting into pre-market engagement now, before the next round opens, is how leading firms secure appointments.

This tracker covers all 28 UK and Irish water operators across four regulatory programmes: AMP8 (Ofwat, England and Wales), SR24 (Scottish Water), PC21 (NI Water) and RC4 (Uisce Éireann, Republic of Ireland). All appointment data is sourced from Find a Tender contract award notices and equivalent public procurement portals.

How to use this tracker

If you're a Tier 2 supplier: Find the framework holder for your category at each water company. Those firms are your primary route to AMP8 work — approach their supply chain teams directly rather than waiting for open tenders.
If you're a Tier 1 bidder: Identify gaps — which operators are you not on? Which frameworks don't you hold? Build relationships with procurement teams at those operators well before the next round opens (from 2028).
If you're a consultant or specialist: Multiple framework holders often sub-let design and specialist work. Check which consultancies hold technology or engineering frameworks — many welcome specialist subconsultancy appointments.

The largest water infrastructure programme in UK history. The majority of this investment flows through framework contracts — making framework intelligence the single most valuable business development asset in the water sector supply chain.
2024–2025 — The framework award window
Most major AMP8 frameworks were awarded in this 18-month period. Yorkshire Water, Anglian Water, United Utilities, Thames Water, Severn Trent, Southern Water, Wessex Water and the Water Only Companies all made capital delivery appointments before AMP8 capital programmes mobilised.
2028–2030 — The renewal window
Most AMP8 frameworks have 4–5 year terms, meaning the next competitive procurement round opens from approximately 2028. Suppliers not on current frameworks should be building relationships and tracking pre-market engagement activity now — well ahead of the next formal procurement cycle.

Kier — South West Water Network Services Alliance Extension, c.£140M (Jul 2026): Kier will continue delivering maintenance, network improvements and smart metering rollout for South West Water for a further two years under an extended alliance agreement, extending a relationship of more than two decades. Severn Trent Innovation Strategic Partnerships Framework — £24M (Jul 2026): Severn Trent Water has appointed 9 firms to its Innovation Strategic Partnerships Framework, covering identification, evaluation, trialling and implementation of innovative solutions across its operations. Severn Trent Wastewater Design Automation Software — £520,200 (Jul 2026): Transcend Software Inc directly awarded a £520,200 contract by Severn Trent Water for wastewater design automation software, enabling end-to-end early-stage engineering design for water and wastewater treatment infrastructure. Yorkshire Water Technical Services & Assurance Framework (June 2026): Nine consultancies appointed to Lot 1 (feasibility and engineering support, £80m estimated value) — AECOM, Arcadis, Arup, Binnies, Egis, JBA Consulting, Pell Frischmann, Pick Everard and Sweco. Lot 7 (strategic design) awarded to a sole appointee. This is one of the last major AMP8 framework appointments to be confirmed across the sector.

Most major AMP8 capital delivery frameworks are now awarded. The next competitive procurement window for Tier 1 contractors and consultants opens from approximately 2028, when the first wave of 4–5 year AMP8 frameworks approach renewal. Tier 2 subcontractors should now be approaching framework holders directly for supply chain opportunities rather than waiting for open tenders.
