109 Firms Appointed to Pagabo/YPO's £4.3bn National Civils Framework —
What It Means for Water Sector Suppliers

Pagabo, procuring on behalf of YPO, has named 109 suppliers on a new national civil engineering and enabling works framework worth £4.295bn including VAT — one of the largest single framework appointments confirmed anywhere in the UK this year. Thirteen lots span water alongside highways, rail, energy, aviation, nuclear/defence, demolition and groundworks. Here's what a cross-sector route to market like this means if you're chasing water company work.

Pagabo Limited, acting as an agent of YPO, has appointed 109 contractors to its new National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 — a closed framework combining the scopes of the previous National Framework for Civils and Infrastructure and the National Framework for Demolition and Land Preparation. The contract award notice was published on Find a Tender on 16 September 2026 (notice 087974-2026, reference PA23-YPO-0003), confirming an estimated value of £4.295bn including VAT and a four-year term from September 2026. It's UK-wide and open to all public sector bodies to call off against.

The 109 appointed suppliers include well-known Tier 1 names such as Costain, Galliford Try, Morgan Sindall, Skanska and VolkerFitzpatrick, alongside two water-sector specialists already listed in the Water Industry Hub directory: JN Bentley and AtkinsRéalis. A couple of press reports named Balfour Beatty and Kier as appointed too — worth a precision note: the notice lists these specifically as Balfour Beatty Rail Ltd (appointed to the Rail lot only) and Kier Infrastructure Overseas Limited (not Kier's main UK civils business), so we've left them out of the headline list below to avoid overstating their position on the framework.

What the 13 Lots Cover

The framework intends to appoint contractors across a full range of civil engineering, infrastructure, and enabling works, split across 13 lots spanning multiple sectors (exact lot titles per the Find a Tender notice):

Collaborative Partners
Highways
Rail
💧 Water and Environmental
Maritime
Energy
Aviation
Nuclear and Defence
Rail Systems
Enabling Works — Collaborative Partner
Enabling Works — Demolition
Enabling Works — Land Remediation & Groundworks
Enabling Works — Full Enabling Works
Why This Matters Even Though It's Not Water-Specific

This isn't a replacement for company-specific AMP8 frameworks — it sits alongside them. What it offers is a second, cross-sector route to market: a public sector body (including, potentially, water company subsidiaries and joint delivery vehicles that sit outside the standard AMP8 procurement routes) can call off civils and enabling works through this framework without running a fresh OJEU-style tender. For contractors already juggling multiple sector relationships, it's one more panel worth being on — not instead of your water company positions, but in addition to them.

Named Suppliers to Watch

The full list of 109 appointed suppliers is published on the Find a Tender notice (exact registered entity names shown, as some Tier 1 groups are appointed via a specific subsidiary rather than their parent brand):

Costain Ltd
Galliford Try Construction Ltd
John Graham Construction Ltd
Morgan Sindall Construction & Infrastructure Ltd
Skanska Construction UK Ltd
VolkerFitzpatrick Ltd
JN Bentley Ltd
AtkinsRéalis

What This Means for the Supply Chain

1. It Widens the Route to Market, Not Just for Tier 1s

Frameworks of this scale are never delivered purely in-house. With 109 suppliers now appointed across 13 lots, there's a substantially wider panel of Tier 1s each building their own specialist subcontractor lists — a genuine additional entry point for civils, MEICA and enabling-works specialists who've struggled to get a foot in the door via water-company-specific procurement alone.

2. Watch for Water-Sector Call-Offs, Not Just the Framework Itself

Appointment to the framework is the starting gun, not the finish line — the commercially relevant moment for suppliers is when individual public bodies start calling off water-related work against it. Water Industry Hub will track and report named call-offs as they're confirmed, in the same way we track individual water company framework awards.

3. Two Named Suppliers Already Have a WIH Directory Presence

JN Bentley and AtkinsRéalis are both already tracked in the Water Industry Hub directory for their AMP8 water sector work. Their appointment to this national framework too is a useful signal of scale and diversification — worth factoring in if you're assessing a supplier's overall workload and capacity across sectors, not just its water-specific commitments.

Don't Confuse This With a Water Company Framework

This is a YPO/Pagabo national framework, not an AMP8 framework issued by an individual water company — it sits outside our AMP8 Framework Winners tracker, which is organised by water company. Treat it as a separate, parallel route to market rather than folding it into your AMP8 framework tracking.
