Two design-and-construct partnerships now hold the entire framework between them, covering civils, MEICA and process technology through to the end of AMP9. Anglian Water has named the two joint ventures behind its new Major Projects Framework — a design-and-construct appointment worth £1.5bn excluding VAT (£1.8bn including VAT), and one of the largest single AMP8/9 supply chain awards of 2026. The award decision was made on 17 August 2026; the standstill period runs until 26 August, with contracts signable from 27 August. For a company that is spending more than £1.6bn this year alone — its largest-ever single year of capital investment — this is the framework that will carry a significant share of that programme through the rest of AMP8 and into AMP9.
Anglian went out to formal tender in February 2026, following early market engagement to establish a framework agreement with up to two partners for the design and construction of major projects supporting its capital programme. The Major Projects Framework covers design and construction of major projects supporting Anglian Water's AMP8 capital programme, spanning civil engineering (both green and traditional), MEICA (mechanical, electrical, instrumentation, control and automation) and process technology. That breadth matters: it's not a single-discipline appointment, but a vehicle intended to carry a wide range of major scheme types — treatment works upgrades, network infrastructure, and the civils elements that sit underneath Anglian's biggest programmes, including its reservoir and water recycling schemes.
Splitting the framework between two joint ventures rather than appointing a single contractor gives Anglian built-in competitive tension and resilience against a single partner's capacity constraints — both of which matter on a programme running at £1.6bn+ a year. It also means two separate supply chains are being mobilised simultaneously, effectively doubling the number of entry points for specialist subcontractors, rather than concentrating everything behind one gate.
Neither joint venture will deliver this framework purely in-house. Frameworks of this scale are built on a wider ecosystem of specialist subcontractors, plant and materials suppliers, and design partners sitting beneath the named Tier 1 JVs — and with two parallel JVs now mobilising at once, there are effectively two separate supply chains to get in front of, not one.
If you're a specialist civils, MEICA or process technology contractor without a direct route into Anglian's programme, the standstill period ending 26 August is the moment to be talking to supply chain teams at Ferrovial, MWH Treatment, VolkerFitzpatrick and VolkerStevin directly — not waiting for Anglian itself to publish subcontractor opportunities.
MWH Treatment already delivers AMP8 treatment works for Anglian through the @one Alliance, running to 2030. Its presence in the winning Ferrovial JV suggests continuity between existing Anglian delivery relationships and this new framework — a useful signal for subcontractors who already have MWH Treatment on their client list elsewhere in Anglian's programme.
VolkerStevin Infrastructure's marine and coastal civils background lines up closely with Anglian's Fens and Lincolnshire reservoir schemes and its coastal storm-spill investment — both live priorities elsewhere in Anglian's AMP8/9 programme. Specialist marine, geotechnical and reservoir contractors have a clear reason to prioritise this JV.
