Relaunched competition: Anglian Water ran an earlier tender for this same framework scope in spring 2026 (request-to-participate closed 22 April 2026, estimated at £83–99m across a maximum of 21 suppliers). That process has been superseded by this new notice (073419-2026, published 4 August 2026) with revised terms — £58.8m, unlimited suppliers, and a later timeline. Contract Overview

Anglian Water Services has published a framework tender for Major Infrastructure Planning and Consents Support, And Advisory Services — the strategic advisory, planning and consenting work required before major AMP8 infrastructure projects can proceed. The framework has a total estimated value of £58.8 million including VAT (£49m excluding VAT).

This is structured as a framework with an unlimited number of suppliers across five lots, running from 25 February 2027 to 31 January 2031 (7 years, 11 months). Lots 1–4 carry extension options of up to 4 years (maximum 8-year framework term); Lot 5 carries an extension option of up to 6 years (maximum 10-year term).

Supply chain angle: Unlike most AMP8 contract notices, this framework covers the planning and consenting work that happens before construction — DCO applications, planning strategy, environmental services, land and property advisory, and stakeholder management. It is a significant opportunity for planning consultancies, environmental advisors, DCO specialists and transport/highways consultants who don't typically appear in construction-focused tender alerts.

Why This Contract Matters

Every major AMP8 scheme — new reservoirs, water recycling projects, strategic resource options — needs consenting and planning work before a single spade goes in the ground. This framework is Anglian Water's vehicle for that work across the full 2025–2030 AMP8 period and beyond, covering Strategic Consenting Advisory, Consenting Leadership & Management, DCO Application & Examination Management, specialist advisory (including traffic and transport), stakeholder and consultation strategy, land and property support, environmental services, and post-consent compliance monitoring.

With an unlimited number of suppliers able to join the framework, this is not a closed-shop procurement — smaller specialist consultancies can be appointed alongside larger multidisciplinary firms, provided they meet the technical, ESG, health & safety and assurance criteria at PQQ and ITT stage.
