⚖️ Procurement Act 2023 — New Pipeline Notice Requirements
In force from 24 February 2025, the Procurement Act 2023 requires contracting authorities — including water companies — to publish annual pipeline notices on Find a Tender for all anticipated contracts over £2m. This gives the water sector supply chain the most formal advance visibility of upcoming procurement it has ever had. Water Industry Hub tracks all pipeline notices published by UK water operators and incorporates them into this calendar.

What is the difference between a live tender and the forward pipeline?

A live tender is open for bids now. The forward pipeline shows what is expected to go to market in the next 6–24 months — based on contract end dates, pipeline notices and market intelligence. Use the pipeline page to prepare; use the Tenders page to bid.

How often is the pipeline updated?

The pipeline is updated when new Procurement Act pipeline notices are published, new contract awards are announced, or contract end dates are confirmed. Major AMP8 frameworks were awarded from mid-2024, meaning the next wave of renewals will begin appearing from 2028 onwards.

Why do some entries show an estimated date rather than a confirmed date?

Where a Procurement Act pipeline notice has been published, the date is confirmed. Where we are working from contract award notice end dates or market intelligence, the timing is estimated — clearly marked on each entry. Water companies often bring frameworks forward by 3–6 months, so treating imminent entries as urgent is always wise.

What portals do water companies use for procurement?

Common portals include In-Tend (Affinity Water, Portsmouth Water), Bravo Solutions (Southern Water), Jaggaer (United Utilities), Delta eSourcing (Wessex Water), and company-specific systems. All opportunities above threshold must also appear on Find a Tender. Silver members see all portal names against each pipeline entry.

Desalination — A New Procurement Frontier for the UK Water Sector
The UK is entering a new era of desalination investment. Defra confirmed in June 2026 that six desalination plants will be built across south and south-east England, though none are expected to be operational before 2040. Anglian Water has appointed IDE Technologies as Desalination Technical Partner for two North Sea plants (Nov 2025). South West Water is consulting on a £125m plant at St Austell Bay.   2. Filter by Notice type: Pipeline Notice — these are the new 18-month forward procurement plans mandated by the Procurement Act 2023
  3. Filter by Sector: Water or search keyword water framework
  4. Also search Notice type: Contract Award Notice with keyword water framework — the contract end dates give you renewal windows
  5. For each award notice, note the contract end date — a 4-year framework awarded in 2022 retenders in 2026
  6. Filter by Contracting authority type: Utilities — this catches privately-owned water companies under the Utilities Contracts Regulations
