A Different Regime Entirely
NI Water is not Ofwat-regulated. It doesn't run tenders through SAP Ariba, JAGGAER or Scanmarket like every England & Wales water company. Instead, all of its opportunities — from a £30,000 spare parts contract to multi-million-pound framework agreements — go through eTendersNI, the Northern Ireland public sector procurement portal shared with government departments, councils and health trusts. Above-threshold contracts (currently around £139,688 for goods and services) also appear on Find a Tender, but a large volume of NI Water's genuine opportunity sits below that threshold and is only ever visible on eTendersNI.
If your business only monitors Find a Tender or the usual GB e-sourcing platforms, there is a reasonable chance you have never seen an NI Water opportunity at all.

Key point for M&E and ICA specialists: The Instrumentation, Control & Automation opportunity at £10m and the M&E Consumables at £7m launching in August 2026 represent significant near-term pipeline for suppliers already active in the GB water sector who are willing to register on eTendersNI.
How to Register
Suppliers wanting to bid need to register directly on eTendersNI, which requires a D-U-N-S number (free, from Dun & Bradstreet) to avoid duplicate registrations. Full contract notices, once live, also appear on Find a Tender for above-threshold opportunities — but registering on eTendersNI directly is the only way to see everything, including the below-threshold work that never reaches Find a Tender at all.

Why This Matters for the Supply Chain
Northern Ireland's water infrastructure faces the same underlying pressures as the rest of the UK — ageing assets, environmental compliance obligations, and a leakage reduction agenda — but with a smaller, less-covered supplier base competing for the work. For M&E, ICA, waste management and instrumentation specialists already active in the GB water sector, NI Water represents a genuinely under-contested pipeline: real budget, published well in advance, on a portal most competitors are not checking.
The regulatory framework is different — NI Water is sponsored by the Department for Infrastructure rather than regulated by Ofwat — but the procurement obligations under the Northern Ireland Public Contract Regulations 2015 create the same transparency requirements as in Great Britain. Contracts above threshold must be advertised; the forward programme provides advance visibility that is rare even in the GB market.
