Unlike Ofwat-regulated operators in England and Wales, Guernsey Water is not subject to the UK's AMP price review cycle, PR24 determinations, or the Procurement Act 2023. Understanding this difference is essential for any supplier considering targeting Guernsey Water.

How capital is funded: Guernsey Water's capital investment is approved through the States of Guernsey's budget process — not a five-year Ofwat price determination. The States of Guernsey approve capital programmes on a rolling multi-year basis. There are no AMP cycles, no Final Determinations, and no CMA redetermination mechanism. Investment is driven by infrastructure condition, environmental obligations and political priorities rather than a regulatory price control framework.

Procurement rules: The Procurement Act 2023 is UK law and does not apply to Guernsey. Guernsey Water is not required to publish pipeline notices on Find a Tender and has no statutory transparency obligations equivalent to Ofwat-regulated operators. As a States of Guernsey trading entity, its procurement runs through the States' own tender portal (gov.gg/procurement, hosted on eu-supply.com) rather than through Guernsey Water's own website — checked directly, water.gg itself has no tenders or procurement section. Suppliers can register free on the States portal to receive automatic notifications when relevant tenders are published. Tenders are typically project-specific rather than framework-based. Direct relationships with the procurement team matter more than on the UK mainland, where formal pre-qualification is the norm.

The opportunity for mainland suppliers: The vast majority of UK water sector contractors do not actively target Guernsey Water. Routine maintenance goes to local Guernsey contractors, but complex capital projects — treatment works upgrades, major network renewals, MEICA installations — regularly bring in mainland UK or European specialists. If your firm has specialist capability in treatment technology, civil engineering or MEICA, competition for Guernsey Water contracts is substantially lower than a comparable Severn Trent or United Utilities framework. The island is 40 minutes by air from Southampton or Gatwick, and most specialist project teams mobilise without difficulty.

Accreditation requirements: WIRS, WIRSAE and WIAPS are Ofwat operator-specific accreditations — they are not mandated by Guernsey Water. Demonstrating equivalent health and safety competence (SSIP schemes such as CHAS or Constructionline), relevant sector experience and a clean mainland UK water sector track record is the practical qualification standard. Lower barriers to entry than regulated operators — an advantage for smaller specialists.

Water company frameworks operate on a tier structure. Tier 1 contractors hold a direct contractual relationship with Guernsey Water. Tier 2 and Tier 3 specialists subcontract through Tier 1 framework holders.
