Affinity Water's £2.3bn AMP8 plan represents the company's largest-ever investment programme. The priority areas are shaped by the pressures of operating in a water-stressed region with chalk aquifer dependency, high population growth and chalk stream ecology.
Affinity Water's supply area is classified as "seriously water stressed" by the Environment Agency. The chalk streams of Hertfordshire and Bedfordshire are internationally rare habitats and are under active protection. This creates very specific procurement requirements around catchment management, abstraction reduction, smart metering and demand management — specialist capability in these areas is directly relevant to Affinity Water's AMP8 programme.
Affinity Water's AMP8/AMP9 capital delivery framework was awarded in October 2025. It is structured across two work streams: capital enhancement (new assets and major upgrades) and capital maintenance (like-for-like replacement and condition-based renewal). The combined framework value is approximately £900m across both AMP8 and AMP9.

The major capital delivery framework (Barhale, Galliford Try, J Browne, Stonbury, United Living, United Infrastructure) will be the primary route for civil and M&E delivery throughout AMP8. Framework Tier 1 positions are filled — but each framework holder is actively building Tier 2 specialist subcontract supply chains for the works they win. This is the primary access route for smaller and specialist suppliers.

Affinity Water's capital framework operates on a three-tier structure.
