What This Framework Covers

On 20 July 2026 Thames Water Utilities Ltd published a UK4 Tender Notice (reference 2026/S 000-068235) for a multi-supplier framework agreement covering sewer rehabilitation, CCTV survey and cleaning works across its entire operational area — London and the South East of England.

The framework is split into two lots reflecting the scale and complexity of rehabilitation works required across Thames Water's wastewater asset base. The initial contract term runs from 26 April 2027 to 25 April 2030, with extension options up to 25 April 2035 — meaning the winning contractors will be embedded in Thames Water's AMP8 delivery programme for up to eight years.

The Two Lots

Lot 1
Non-complex / Below ~£3m
£89.6m (ex VAT)

Low value and non-complex CCTV survey, cleaning and structural rehabilitation works on gravity and rising mains. NEC4 ECSC contract. Call-offs via proportional allocation or competitive selection.

Lot 2
Complex / Above £3m
£100.1m (ex VAT)

High value and complex programmes including structural lining, pipe replacement, pipe bursting and associated civil works. NEC4 ECC Option B or D contract. Larger scheme delivery capability required.

Companies may apply for one or both lots. Thames Water has indicated that preference may be given to suppliers who demonstrate capability across a greater part of the overall requirement.

Scope of Works

The framework covers a wide range of sewer rehabilitation and associated activities:

Structural lining
Pipe replacement
Patch repairs
Leak-tight lining
Pipe bursting
Manhole sealing
CCTV survey
Cleaning services
Minor civils
Inspection reports
Waste disposal
Street works

Some works involve proximity to or working on railway infrastructure. Contractors bidding for such elements must hold the required accreditations and appropriate insurance levels.

Evaluation and Pricing

The award criteria split across quality and price as follows: Delivery & Technical (40%), Commercial (40%), Safety & Environmental (20%). At framework award stage, contractors submit a Schedule of Rates covering labour, plant and equipment, daywork and fees. These rates form the baseline for all call-off contracts under the framework and represent the maximum permissible rates at call-off stage.

Competitive flexible procedure

This procurement uses the competitive flexible procedure under the Procurement Act 2023. It involves a PSQ stage, followed by an Invitation to Tender (ITN) with legal derogations review, initial tender assessment, negotiation/clarification rounds, and a final commercial submission before award. Up to ten suppliers per lot will progress to ITN — only six per lot will be appointed to the framework.

Participation Requirements

Thames Water has set a minimum annual turnover threshold of £6m for both lots. In addition, applicants must demonstrate financial stability and have required insurance levels in place at the point of award. Full legal and financial conditions are set out in the PSQ documentation.

The framework is classified under the Utilities special regime, meaning specific procurement rules applicable to private utility companies apply rather than the standard public procurement rules.
